A united campaign · United Kingdom

Cannabis is already here. The question is who controls it.

The UK leaves a £3 billion cannabis market entirely to criminals, with no age checks, no testing and no accountability. Legal Growers UK is one movement, behind one clear plan: licensed, age-restricted, safety-led regulation Britain can actually trust.

Not about encouraging use. About replacing a failed system with clear public rules.

Legal Growers UK
One plan everyone can get behind

They win when we argue among ourselves.

Reform stalls when the community is fragmented into a hundred competing demands. So we’re not just saying we want it. We’re saying exactly what we want, how it should work and why. A single, structured proposal that politicians can pick up and consider without stigma.

Control

Regulation gives Britain more control, not less. Age checks, testing and inspection are only possible in a legal market.

Safety

Illegal supply isn't tested or labelled. A legal market means potency labelling, contaminant testing and recall powers.

Fairness

Judge workers on safety and performance, not private lawful conduct. Clear the records left behind by past prohibition.

Honesty

Cannabis is already here. The honest question is who sets the rules: criminal markets, or the public.

The problem with the current system

Prohibition doesn’t remove cannabis. It decides who profits from it.

The debate is framed as use versus no use. That’s not the real choice. The real choice is whether this market stays illegal and unregulated, or is brought under safety standards and democratic oversight.

  • No age verification: illegal suppliers don't check ID.
  • No product testing: mould, pesticides and synthetic adulterants go undetected.
  • No potency labelling: consumers get no standardised THC or CBD information.
  • No accountability: no licensing, inspection, tax or consumer protection.
  • Criminal profit: money that could fund treatment and education flows to crime.
What the evidence shows

Designed well, legal markets displace criminal ones.

72%

of Canadian consumers bought from legal sources in 2024, up from 37% in 2019. Illegal purchase fell to 3%.

~250,000

small growers already operate across the UK. A workable model brings them into a legal, traceable framework.

~£1.5bn

estimated net annual gain to the taxpayer, but revenue is a consequence of reform, not the reason for it.
